PTRR: Government opens public consultation to the whole of society

Public consultation – PTRR

The Government launched a public consultation for the PTRR – Portugal Transformation, Recovery and Resilience Programme, the programme set up in response to the climate disaster that hit several regions in mainland Portugal from 28 January to 15 February 2026.

The announcement was made by the Minister of the Presidency António Leitão Amaro at the end of the Council of Ministers on Thursday and the inputs can be sent through the participa.gov website until 23 March 2026.

This consultation is included in the widened consultation process initiated by the Prime Minister Luís Montenegro, which has already included meetings with the President of the Republic, the President-elect and the partes with a seat in Parliament.

Every citizen, institution and organisation are asked to send their inputs to define the PTRR’s strategic priorities and build a collective response to the challenges the country is facing and to prepare Portugal for a safer, more resilient and competitive  future.
