Biography

Biography

José Luís Carneiro was born in Baião in 1971.

He has a degree in International Relations, a master’s degree in African Studies and completed the curriculum part of his PhD in Political Science and Administration at the University if Lisbon’s Institute of Social and Political Science.

He was Secretary of State for Portuguese Communities in Prime Minister António Costa’s first Government.

He was a Member of Parliament in the 10th, 13th and 14th legislatures.

He is a lecturer at Lusíada University and the Information and Administration Science Institute (Aveiro), duties on hold. He was a teacher at the International Relations, Economics and International Trade departments from 1995 to 2005.

He was a councillor with no fixed area at Baião Town Hall from January 1998 to November 2005.

He was Adviser to the Cabinet of the Deputy Secretary of State to the Minister of Home Affairs from 1999 to 2000.

He was Chief of Cabinet of the Parliamentary Group of the Socialist Party from 2000 to 2002.

He was Mayor of Baião from November 2005 to October 2015. 

He was a member of the Regions Committee from 2006 to 2015. 

From 2007 to 2010 he was president of DOLMEN – Cooperative for Training, Education and Development of Lower Tâmega, CRL.

He was member of the General Board of the National Association of Portuguese Municipalities from November 2013 to October 2015.

He was a member of the Economic and Social Council from December 2013 to October 2015.

He was President of the National Association of Socialist Mayors from January 2014 to October 2015.

He was President of the Porto District Federation of the Socialist Party from June 2012 to March 2016.

He was Chairman of the Municipal Assembly of Baião from 2017 to 2021.

He was deputy Secretary General of the Socialist Party since 2019.

He has collaborated with several newspapers by writing press and opinion articles on national and international politics.
