Biography

Jorge Moreno Delgado was born in Viana do Castelo in 1967.

He graduated in Civil Engineering from the University of Porto Faculty of Engineering in 1990. He also completed his master’s degree in Civil Engineering Structures and his PhD in Civil Engineering at the same university, in 2002. His thesis was on "Assessing the safety of hyperstatic structures with non-linear material and geometric behaviour".

From 1990 to 1995 he was senior designer at the structures and geotechnics area of the firm NEWTON - Consultores de Engenharia, Lda.

In 1995 he applied to be assistant professor at the Higher Technology and Management School of the Viana do Castelo Polytechnic Institute (IPVC) and was admitted. His main areas of teaching and research were Structural Analysis, Seismic Engineering, Reinforced Concrete and Metal Structures.

He took on several posts at the IPVC, of which we note coordinator of the undergraduate and master’s degree in Civil and Environmental Engineering, member of the pedagogical board, Chairman of the Representatives’ Meeting, and Member of the Scientific Board.

In 2004/05 he was also Vice-Chairman of the Governing Board of the IPVC  Higher Technology and Management School.

He wrote and co-wrote several publications in scientific and technical reviews and books in the field of civil engineering structures, especially focusing on structural safety.

From 2008 to 2012 he was member of the Board of Directors of Metro do Porto SA, charged with Technical Projects, Infrastructures and Systems.

He was a consultant in the development of studies and projects in the field of Mobility and Transportation, especially in the field of light underground trains, from 2012 to 2015.

From 2016 to 2017, he took on the role of non-executive Chairman of the Board of Directors of Transportes Colectivos do Porto, S.A..

In 2016 he became non-executive Chairman of TIP- Transportes Intermodais do Porto and executive Chairman of Metro do Porto SA., posts he held until February 2019.

He was Secretary of State for Infrastructure in Prime Minister António Costa’s first and second Governments.
