The Council of Ministers  approved the proposal for an agreement on mobility within the Community of Portuguese-Speaking Countries, signed at the CPLP’s summit held in Luanda on 17 July 2021. The agreement will now be put forward to Parliament.

The Secretary of State for Foreign Affairs Ana Paula Zacarias claimed that "the agreement sets a cooperation framework for mobility of the CPLP States’ citizens, creating a system that makes short-term and temporary stays more flexible, and residence visas inside the community, taking into account the specificities of each State".

"The agreement also sets that the international commitments of each of the signatory countries are covered and, therefore, in the case of Portugal, the Schengen agreement is considered", that is, the rules of free circulation inside the European Union, added the Secretary of State.

"The agreement represents a strengthening of the friendship and cooperation ties between the CPLP members", she said, adding that "it’s important for all the community’s citizens, but at this point, especially for teachers, students, entrepreneurs, cultural agents and sportspeople".
