Privacy (and cookie) policy – Terms and Conditions

EU Regulation 2016/679 of the European Parliament and Council is the General Data Protection Regulation (GDPR), in force since 25 May 2018 in the European Union. The GDPR sets the rules on processing personal data on EU persons by a person, company or organization. In addition to reinforcing the legal protection of the rights of data subjects, the GDPR defines new rules and procedures from a technological standpoint.

Entity that manages the Government Portal

The Government Portal is managed by the Secretariat-General of the Presidency of the Council of Ministers. The Government portal’s technological infrastructure falls under the Government IT Network Management Centre (CEGER) and the company Masterlink offers specialized assistance in its capacity as owner and developer of the portal’s technology.

Responsible for data processing

As entity charged with processing data, the Secretariat-General of the Presidency of the Council of Ministers:

  • Ensures that the treatment of personal data is done for the purpose for which the data were collected or for purposes compatible therewith
  • Collects, uses and stores only the personal data necessary for the purpose in question
  • Does not give out personal data for commercial or advertising purposes
  • Processes the personal data for purposes legally established or to pursue services upon request by the citizen.

Confidentiality and Privacy

The Secretariat-General of the Presidency of the Council of Ministers is focused on processing data in a loyal and transparent manner, ensuring confidentiality and security of the information requested and assuring that they are used only for the purposes duly indicated and for which they are authorized.

Entities charged with information processing

The data shared may be handed over to the government cabinets they are destined for and/or the relevant public administration bodies for handling the matters of interest shown by the citizen in question.

The Secretariat-General of the Presidency of the Council of Ministers and CEGER undertake to uphold the data processing privacy and processing agreement.

Collection and processing of personal data

The Government Portal collects the information that is strictly necessary and pertinent to its purpose.

The information collected via the contact form available on all Government areas contains a name and email and is for the relevant areas to then interact with the citizen.

User access, security and identification

All the personal information offered through the Government Portal’s contact forms is protected via security procedures that protects it from unauthorized access and disclosure.

Right of access, rectification, correction, and erasure

The Government Portal guarantees you the right to access the data that concern you directly and you can update or correct them, you have the right to data portability, erasure, limit their processing or the right to oppose to their processing, without compromising the validity of the processing of data up to that moment.

Personal data archive

Your personal data will be stored by the Government Portal for the period necessary for processing, according to their respective purpose.

The periods under which they are stored may be altered when the associated public interest, historical, scientific, or statistical reasons so justify, and CEGER undertakes to adopt the necessary measures for data storage and security.

Use of cookies

The Government Portal uses cookies that allow us to improve the user’s performance and browsing experience, and we do not collect personal information that could identify the user.

The cookies used by the Government Portal are:

  • Essential – necessary for browsing the website, ensuring access to restricted areas to allow services to be carried out, namely, session cookies.
  • Analytics – necessary to collect the information for browsing analytics and using the website, namely, Google.
  • Performance – necessary for monitoring the user experience on the website, for instance:

           - Imperva;

Social media

The Government Portal does not share content on to social media, and no user data are passed on to social media.

Interaction with social media is through the social media’s links to the respective Government Areas.

Accepting and amending the privacy (and cookie) policy

By sharing your personal data, or as an organization representative, you confirm knowledge of and accept the conditions contained in this Privacy and Cookie Policy. Accordingly, by sharing your personal data, you are authorizing their collection, use and usage in accordance with the rules defined in the applicable collection instrument.

Data protection officer

Under the terms of article 37(1), paragraph 1, points 3 and 5 of the GDPR, CEGER is the appointed data protection officer. The order for this is available on the Secretariat-General of the Presidency of the Council of Ministers website.

Amendment to the privacy policy

These Terms and Conditions, which you must read attentively, may be amended and the amendments are considered to enter into force on the date they are posted on this website, with direct reference to the date on which they are updated.
