Cooperation projects with Timor-Leste in the education sector

Portugal and the Portuguese particularly value their relationship of close friendship, respect and cooperation with Timor-Leste, which shows the intensity and scope of the existing relationship between the two countries, at all levels.

The current situation linked to the Covid-19 pandemic causes concern and anxiety around the world, even in countries where its incidence is very low. But it is important not to feed unnecessary scaremongering, which only increases unwarranted uncertainty and anxiety.

With the President of Timor-Leste declaring the state of emergency, for one month, a government decision to close schools over this period is expected in the next few hours. If it comes to that, the Portuguese teachers involved in cooperation projects may temporarily suspend their classroom activities in schools, and may, with the agreement of the Ministry of Education of both countries, take leave from Timor-Leste for the duration of such suspension.

Given the current difficulty of air links, it will be necessary to ensure a specific consular support. Therefore, in the event of such suspension, the Portuguese State will strive to achieve an air transport operation to Portugal, which will naturally be subject to acceptable market conditions for contracting and necessary international authorisation. This operation is aimed primarily at supporting the temporary return of teachers with no scheduled classroom activities, in the terms to be defined by the proper authorities, as well as their immediate family.

The consular support to be provided shall be in accordance with the Consular Regulation and shall therefore require the contribution of the beneficiaries in the costs of the air operation, under the conditions set out therein.

We reiterate that the goal is simply to provide the means for a temporary return to Portugal, for as long as schools are closed. This will not jeopardize any of the ongoing cooperation projects between Portugal and Timor-Leste, which are a central part of the excellent relationship enjoyed by these two countries.

Portugal expresses its profound gratitude to the people of Timor-Leste for the friendship devoted to the Portuguese; and acknowledges the authorities of Timor-Leste for all their efforts to support the Portuguese who carry out their activities there.
