The Government took on as a priority in its National Housing Strategy under Construir Portugal [Building Portugal] to mobilise all the efforts to meet what is set in the agreement signed between Portugal and the European Commission as part of the Recovery and Resilience Facility (RRF); to deliver 25,000 homes to families by June 2026 via the 1st right – Access to Housing Assistance Programme.
To activate the applications to the programme run by the Urban Housing and Rehabilitation Institute (IHRU), Liability and Acceptance Forms were agreed on with the municipalities to speed up meeting the targets.
According to the information reported by the municipalities, until now, around 10,000 homes have been delivered to families and, until December 2025, another 8,000 public houses will be available.
During July, around 1,200 public houses will be delivered in municipalities throughout the country, namely Alcácer do Sal, Anadia, Lisbon, Moita, Tábua, Melgaço, and Funchal.
The housing needs will not be fully met with the 26,000 homes set in the RRF, as proven by the number of applications presented to the 1st Right programme, around 59,000 and whose completion will be ensured by 2030 via State Budget allocations.
In total, the 59,000 homes represent an overall investment of 4.2 billion euros in public housing, of which 2.8 billion will be allocated through the State Budget and 1.4 billion euros via RRF funds.
"Housing is a country-wide challenge, which we are all responsible for, and we are certain that we will meet the timeframes set in the Recovery and Resilience Facility and deliver to the more vulnerable families 26,000 homes by June of next year. Public housing is an unequivocal investment by the Government to increase the supply of homes so families can have decent housing. We have therefore boosted funding via the State Budget, amounting to the largest investment ever made in public housing of 4.2 billion euros and we more than doubled the target to supply 59,000 homes by 2030", stated the Miniter of Infrastructure and Housing Miguel Pinto Luz.
The aim of the 1st Right – Access to Housing Assistance Programme - RRF (Notice RE-C02-i01) is to ensure decent and suitable housing for the neediest families and the more vulnerable groups, through public housing, new-build, or rehabilitation existing homes.
