The Portuguese Prime Minister will be attending the 7th European Union – African Union (EU-AU) Summit in Angola, a meeting that brings together European and African Heads of State and Government to deepen political, economic, and strategic cooperation between both continents.
The summit will be co-chaired by the President of Angola João Lourenço as the country that holds the rotating presidency of the African Union and the President of the European Council António Costa. The European Union will be further represented by the President of the European Commission Ursula von der Leyen.
Boosting a 25-year-old strategic partnership
Signalling the 25 years of the African-EU Partnership, this summit is held at a crucial time for the future of the relations between the two blocs, who are attempting to jointly respond to global challenges such as security, the energy transition, economic prosperity, mobility, and the digital transformation.
During the meeting, the leaders will discuss:
• Peace and security
• Economic integration and trade
• Sustainable growth and green development
• Digitalisation and innovation
• Migration, mobility, and human development
• Multilateralism and international stability.
Prime Minister Luís Montenegro will attend the high-level segment, boosting Portugal’s position as a country committed to deepening relations between the European Union and the African continent — areas where Portugal has particularly relevant historical, diplomatic, and economic ties.
Partnership based on common values and interests
The Luanda Summit will bring continuity to the outcomes of the EU-AU Ministerial Meeting held in Brussels in May 2025, where the commitment to have greater cooperation based on shared values, mutual interests, and a joint vision for the future was reiterated.
The European Union is still:
• Africa’s main trading partner and the largest destination for African exports
• The largest investor in the continent, of which we note the Global Gateway investment package, which sets at least 150 billion euros by 2030
• A major player in support to peace and security, namely via the European Peace Facility, set up in 2021.
A decisive moment for Euro-African cooperation
The Prime Minister’s presence at the summit underlines Portugal’s commitment to a strong partnership, balanced and guided towards the future, where Europe and Africa act as strategic partners capable of fostering stability, sustainable economic growth, and opportunities for the people of both continents.
