Portugal is a candidate for seat at the UN Security Council

Portugal’s candidature for the UN Security Council (2027-2028)

The candidature for the United Nations Council for 2027-2028 presents the country’s strategic vision around three fundamental priorities — Prevention, Partnership and Protection — and reflects the Portuguese commitment to multilateralism in an increasingly difficult international context.

Portugal reinforced its strategic vision for international peace and security, stressing the need to have a United Nations Security Council that is able to respond to current and future challenges. 

In an international context with rising tensions, armed conflicts, and emerging threats, the Prime Minister Luis Montenegro states that "our world faces great challenges of a transnational nature and growing complexity" and no State can offer an effective response to these challenges in isolation, advocating a multilateral approach based on cooperation and respect for international law.

Multilateralism is a structural pillar for Portuguese foreign policy. Portugal has advocated relentlessly for ocean sustainability, promoting economic and social rights, and strengthening international law in strict articulation with the United Nations Organization. 

The experience accumulated over the last 65 years, and 20 effective UN Peacekeeping missions is indicated as evidence of the country’s consistent contribution to world peace.

"We were members of the Security Council in the past and we are ready to serve the international community", Luis Montenegro claimed, stressing that the national values and principles remain unaltered: upholding the United Nations Charter, international law, peacekeeping, and promoting independence, empathy, and justice.

Recognising the constant evolution of the international system, Portugal likewise acknowledges the need for adaptation. If elected, the country pledges to invest in preventive diplomacy, deepen the Council’s wok on emerging threats such as climate change, and foster a more transparent, open, and cooperating Security Council regarding other UN bodies.

With the support of the international community, Portugal will uphold a Security Council suited to serve its purposes: prevent conflicts, cooperate with all the parties, and protect peace.
