OCDE presents Economic Survey: Portugal

Deputy Minister and for the Budget José Maria Brandão de Brito and Secretary of State for Housing Patrícia Gonçalves Costa at the OECD Economy Survey - Portugal 2026, Lisbon, 6 January 2026

The Minister of Finance hosted in Lisbon the public presentation of the OECD Economic Survey – Portugal 2026. This report assesses the Portuguese economy’s performance in light of the global and domestic challenges.

The session was attended by the OECD Country Studies Branch Director Luiz de Mello, the Deputy Minister and for the Budget José Maria Brandão de Brito, and the Secretary of State for Housing Patrícia Gonçalves Costa.

The report confirms the Portuguese economy’s solid performance, noting GDP growth of 2.1% in 2024 and growth outlook of around 2% in 2025 in an international context set by high uncertainty. 

The OECD further stresses the labour market resilience with historically high employment levels, unemployment close to the minimum level and a rise in real wages.

As for public finance, the Economic Survey acknowledges the consistent budget consolidation trajectory, the surplus recorded and the significant drop in public debt since 2020, factors that reinforce the Portuguese economy’s external credibility.

The report indicates structural challenges in areas such as housing, the labour market, productivity, and the green transition. 

During his speech, the Deputy Minister and for the Budget noted the work undertaken by the Government in these areas, noting the convergence of the reforms under way, based on a responsible, gradual, and results-oriented approach with the OECD’s recommendations.
