RRF: Portugal submits 6th payment request to the European Commission

Portugal submitted today the 6th payment request under the Recovery and Resilience Facility (RRF) to the European Commission. This request reinforces the Government’s determination to execute the RRF within the European time frame.

The 6th RRF payment request contemplates 9 reforms and 21 investments in fields such as health, social responses, corporate capitalisation and innovation, energy efficiency, hydrogen and renewables, public finance quality and sustainability, economic justice and business environment, public administration efficiency, and educational and pedagogical innovation.

There are 4 milestones that need to be adjusted under the reprogramming, to wit:

- Signing the contract to acquire two electric ferry boats to transport passengers and vehicles in the Autonomous Region of Azores, the tender for which became null

- Signing the contract on the multinational research vessel in the Autonomous Region of Madeira

- Signing the contract on the construction of a surface metro train between Odivelas and Loures;

- Extending the Lisbon metro network.

Six milestones and targets on the 7th payment request have already been met ahead of time, so the execution rate stands at 38.6%.

With this 6th request, Portugal maintains the plan agreed on with the European Commission, despite the constraints associated with executing some of the projects. In this sense, a reprogramming exercise is ongoing that will allow the identification of the necessary adjustments to maintain the trajectory to meet the RRF goals, which is to be delivered to the European Commission in January.

"The Government maintains and reaffirms its commitment to an effective RRF execution and the continuity of the investments that directly benefit citizens and drive the Portuguese economy. The target set for RRF execution for 2025 is 7.8 billion euros. An amount significantly higher than that of the last three years", stated the Minister in the Cabinet of the Prime Minister and Territorial Cohesion Castro Almeida.
