Lisbon Declaration, signed during the 6th Ministerial Conference of the 5+5 Dialogue on Research, Innovation and Higher Education, chaired by the Minister of Education, Science and Innovation of Portugal, Fernando Alexandre, and Action Plan adopted for 2024/2026.
The 5+5 Dialogue, which designates the Western Mediterranean cooperation process, includes five European countries on the northern shore of the Mediterranean (Portugal, Spain, France, Italy and Malta), and five Maghreb countries on the southern shore of the Mediterranean (Algeria, Libya, Morocco, Mauritania and Tunisia).
The meeting ended two years of the Portuguese Presidency of the 5+5 Dialogue on Research, Innovation and Higher Education, with the presidency now being assumed by Libya.
