Biography

Eduardo Pinheiro was born in Pombal in 1979.

He has a postgraduate degree in "Managing Public Entities and Municipalities" from the INDEG-IUL ISCTE Executive Education (2004) and graduated in Sociology from the University of Lisbon in 2002.

From 2002 onwards he was part of several European funds management structures in the field of training and employment under the QCAIII and QREN, which fell under the Ministry of Economy and Social Security; he held technical and leadership roles.

As of October 2013, he was Deputy Mayor of Matosinhos until January 2017, where he was in charge of Land Planning, Urban Rehabilitation, Urbanistic Management and Supervision of Finance and Estate. He then became Mayor until the end of the term in office (2013-2017), as well as Chairman of the Board of the municipal enterprises Matosinhos Habit, E.M., e Matosinhos Sport, E.M..

In January 2017, he took over the Chair of the Board of the General Meeting of the Casa da Arquitetura – Portuguese Architectural Centre.

He has been on the Intermunicipal Assembly LIPOR – Intermunicipal Service for Managing Waste in Greater Porto since 2013. 

From January 2017 to May 2019, he was Chairman of the Board of the General Meeting of Metro do Porto.

In December 2018 he was elected Vice-Chairman of the Board of Directors of the Porto Energy Agency (AdEPorto).

He was Secretary of State for Mobility in António Costa’s second Government.
