Security forces in cooperation initiatives in four African countries

Law enforcement and security forces in cooperation initiatives in Africa

Around one hundred law enforcement agents from four Portuguese-Speaking African Countries (PALOP) took part in technical-vocational and civil protection cooperation programmes carried out by the Portuguese Government.

Cooperation with the PALOP’s on matters of security, migration, and borders is one of the pillars for the 2030 Portuguese Cooperation Strategy, which contributes to meeting the UN Sustainable Development Goals, undertaken by Portugal.

Below are the initiatives already developed under the 2023 Technical-Police and Civil Protection Cooperation Programme, coordinated by Ministry of Home Affairs’ Secretariat-General and co-funded by Camões, IP:

 São Tomé e Príncipe: From 13 September to 13 October, 27 São Tomé e Príncipe Law Enforcement and Security agents took the Training Course for Senior Officers, given by the Public Safety Police.

- Acquiring technical skills and best practice for carrying out the assignments inherent in a senior category, qualifying them in the fields of planning, command, control, and assessment of police operations and managing resources in the senior units.

 Angola: From 28 September to 13 October, 30 staff of the Angolan National Police did an international training course in Policing and Public Order, given by the Guarda Nacional Republicana - Gendarmerie.

  - Knowledge of specific behaviour, techniques, tactics, and procedures suited to intervention in policing and public order assignments, raising awareness of the Use of Force in Police Service, Maintaining and Reestablishing Public Order, Intermediary weapons, Police Self-Defence, and Patrolling Problem Areas.

  Guinea-Bissau: From 25 September to 6 October, 10 officers of the Guinea-Bissau Public Order Police and 10 officers of the Gendarmerie took the Operational Planning and Event Management Course given by the Guarda Nacional Republicana - Gendarmerie.

  - Acquiring skills to identify the stages of the decision process, transmitting information, setting up briefings and debriefings, as well as the importance of defining the command chain, monitoring, and control of the operatives. 

 Cape Verde: From 11 October to 1 December, the 1st Personal Security Course is ongoing, given by the Public Safety Police to 30 trainees of the Cape Verdean National Police.
