Francisco André was born in Leiria, Portugal, in 1976.
He holds a degree in Law by the University of Lisbon, with focus in legal-economic areas, and started his professional career as a lawyer.
Among other positions, in public offices, he was Head of Cabinet of the Secretary of State for the Presidency of the Council of Ministers (2005/2008), Counsellor at the Permanent Representation of Portugal to the European Union in Brussels (2009/2013) and Head of Cabinet of the Prime Minister (2018/2020).
